This PR onboards the opentelemetry-java repository to the PR dashboard tooling by adding a new entry to the dashboard's repositories.json configuration. It enables the dashboard to track pull requests for that repo and route approvals to the appropriate team.
Changes:
- Adds an
opentelemetry-javarepository entry configured with thejava-approversapprover team. - Uses empty
slack_channelandslack_user_mappingdefaults (Slack notifications skipped), consistent with most other entries.
