Release preparation for 0.11.3, which carries #166:

• a global bin/ ignore no longer takes the gate runtime out of an adopter's repository;
• chock check names a hook target that git would not keep.

This PR bumps the same version surfaces as 0.11.2:

• pyproject.toml, CITATION.cff, the action.yml default, docs/installation.md and docs/reviewer-evidence.md;
• the social preview, regenerated with gen_brand_assets.py (--check reports it current).

It also moves the changelog's Unreleased entries under ## 0.11.3.

After merge: tag v0.11.3 on the merge commit and publish the GitHub release. The tag push runs release.yml (PyPI and binaries).

• chock check --only matrix passes; no behaviour change in this PR
