fix: align queue help and docs

Summary

• replace removed build command guidance with queue add/watch flows across README and public docs
• add queue subcommand help pages and route queue --help to them
• add queue list --json, queue status --json, human list headers, and explicit JSON flag rejection where unsupported
• include docs in npm package files so README doc links work after install
