Update version naming due to pip release issue and re-release after fix
Additional changes include update to dockerfile to use
clang, as a recent package update caused issues which stopped Dockerfile from compiling correctly, and therefore stopped github testing. Details can be found in arayabrain#909Release details can be found at #692
