What is wrong

workspacePackageDirs() in scripts/check-console-intercept-disarm.mjs reads the packages: list of pnpm-workspace.yaml line by line and stops at the first line that is neither a - glob item nor blank. The list carries a comment block after examples/* (the "objectui tree, once it is imported under ui/" note), so the parse ends there, and the four members below it, ui, ui/packages/*, ui/apps/* and ui/examples/*, never enter the gate's population. The gate then reports OK: N vitest-running package(s), every one disarms… over the non-ui packages only.

Seat reading on main: 40 ui/{packages,apps,examples}/*/package.json manifests, 2 package-root vitest.config.* among them, neither carrying a literal disableConsoleIntercept: true. The dev measured 40 ui packages that run vitest without the disarm while the gate prints OK.
The ui suite is the one finding: any late console.* in a vitest worker can fail a fully green suite — the #9371 amplifier is upstream and still live #10374's late-console teardown race can redden as easily as core's.
PR fix(dispatch-gates): a package-root vitest config or manifest edit derives check-console-intercept-disarm #29556 (for dispatch-gates: check-console-intercept-disarm derives for no path, so a card that edits a package-root vitest.config.* learns it only in CI #29353) keeps this parse and states in its new ROOT_DIR_WATCH_HINTS comment that the ui members are not in the population. Fixing the parse will also need the ui pairs in that declaration, or its drift check reds.

Re-check: node scripts/check-console-intercept-disarm.mjs prints a package count; compare it with pnpm -r ls --depth -1 | wc -l. Positive control: grep -n "examples/\*" pnpm-workspace.yaml hits the last glob the parse reads.

check-console-intercept-disarm reads every pnpm-workspace.yaml glob through readWorkspaceGlobs(), so the 41 ui members are in its population: 120 packages are judged, up from 80.
ui/vitest.config.mts (all four inline projects) and ui/apps/console/vitest.config.ts disarm the console intercept. The 38 ui packages that run vitest --root ../.. are judged by the config vitest actually loads, and the rule fails closed.
check-registry-log-declared and check-rest-log-spy-declared share the walk, and their ROOT_DIR_WATCH_HINTS now name ui/**.
