pm-dispatch review: a PR touching published spec, skills or docs/adr/** owes an independent full review at CONTRACT_REVIEW_TIER before the seat's ACCEPT, not only the contract review #25765
Description
Filing gate: ③ a task ordered directly by the project owner, quoted verbatim below.
Reader: domain:skills seat, next PR on .claude/skills/pm-dispatch/references/contract-review.md (〈复核归属与资格〉) plus the SKILL.md text that states who reviews a governed or published surface, and the brief template behind node scripts/pm/record-recognisers.mjs --brief-template.
Dedupe (open AND closed): "contract review full review adr skills spec" → 2 hits (#23201, #23426, neither about review depth); "CONTRACT_REVIEW_TIER review docs/adr" → 42 hits, nearest #25729 (dispatch tier for ADR drafting, open, the sibling of this card), #23578, #23692, #19544 (tier and face of the contract review, all closed); none asks for a full review beyond the contract review's ①②③.
The order
田騏 (marchtian), 2026-10-25, in the project thread that drafts #25403 (PR #25717), verbatim and untranslated:
整个 adr 是用 fable 些的吗?skills有这个规则吗? (09:24:37Z)
或者至少 adr 都需要fable 完整的复核 (09:24:58Z)
spec skills adr 都需要fable 完整的复核 (09:25:08Z)
Read as (the filer's reading, for triage to confirm):
- "fable" = the
CONTRACT_REVIEW_TIERconstant (the claim and record templates spell the constant, never a model id). - "完整的复核" = a full review of the substance: whether the change is right against the code it relies on and the scenario it is accepted against, read adversarially. It is more than today's contract review, whose items are ① derived judgments on the acceptance set, ② semver and changeset, ③ boundary flags, read from the diff and the card only.
- "spec" = the published-schema face (
packages/spec/src/**, non-test) and cards of thedomain:speclane; "skills" =skills/**and.claude/skills/**; "adr" =docs/adr/**. - 「或者至少」 = this review is the floor. It does not replace pm-dispatch model tiering: a card whose surface touches
docs/adr/**is dispatched at CONTRACT_REVIEW_TIER with effort xhigh, no one-line exit #25729 (ADR drafting dispatched atCONTRACT_REVIEW_TIER, effortxhigh); a change drafted at that tier still owes the review, by an agent other than its drafter. - Effort: the 2026-10-25T01:40Z order quoted on pm-dispatch model tiering: a card whose surface touches
docs/adr/**is dispatched at CONTRACT_REVIEW_TIER with effort xhigh, no one-line exit #25729 fixesxhighfor ADR work. This order names the tier only;xhighfor spec and skills reviews is the filer's reading, not the owner's word.
Why (measured on PR #25717)
PR #25717 (ADR-0141, the inter-app dependency record) was re-drafted at CONTRACT_REVIEW_TIER, effort xhigh, and passed the contract review twice: PASS at 247fe2fa (comment 6392433266) and a delta PASS at fa733808 (comment 6392588282), followed by the seat's ACCEPT (comment 6392600749). The owner then asked for an independent full review at the same tier. It found three defects the contract review's shape does not ask about, each confirmed in the tree at origin/main 47af3dde42:
- Judging a co-delivered dependency's version range would refuse a whole multi-package artifact after a major bump: the packages inside one artifact each carry their own
version(examples/app-multi-package/src/packages/core/index.ts,orders/index.ts). - The record's reason for reading the co-ownership relation from either end omitted the decisive case: without it, once a module is installed, an upgrade or reinstall of the app it depends on meets
NAMESPACE_CONFLICT(packages/objectql/src/registry.ts#installPackage, thegetNamespaceOwners(...).find(...)gate). - Two sibling modules that declare the same parent and share its namespace refuse each other at that same gate, so the second standalone module cannot install, against the ruling's own goal 「而每个包可以独立安装」.
It also found a range-grammar gap (packages/core/src/dependency-resolver.ts#SemanticVersionManager rejects 6.x, the ruling's own example) and two unstated gaps. The owner accepted all of it on 2026-10-25 (「全部照改」); the next head of #25717 carries the changes. A contract review reads the diff against its order; it was never meant to ask whether the design works for its first consumer. That question is what this order makes mandatory.
What to change
- Depth. For a PR whose committed tree touches any of the three surfaces above, the at-tier review owed before ACCEPT is a full review: the contract items ①②③ plus a judgment of the design against the code it cites and the scenario it is accepted against (for an ADR, its first consumer and its execution plan). Choose the carrier: a fourth item in the existing
## Contract reviewrecord, or a separate record with its own heading and the sameServed-tier:/ head-sha / independence lines. The brief template gains the adversarial instruction for that item. - Independence. The full review runs in an agent other than the drafter's, at
CONTRACT_REVIEW_TIER, fed the card, the rulings, the PR and the cited code, ⛔ not the drafter's own conclusions (the contract review's existing feeding rule). - Faces. Today the at-tier contract review is owed by the published-schema face and the governed-rules-text face. The PR states whether
skills/**anddocs/adr/**already fall under the governed-rules-text definition in SKILL.md, and adds what is missing so that all three surfaces in the order owe the full review. - Policy text. The SKILL.md passage that states the review policy gains this order as a clause in the same edit, so
contract-review.mdstays its detail.
Boundary
- This changes PM-lane rules (
.claude/**is a governed surface, Tier S). Whether this order is enough to land it, or the maintainer's word is owed, is triage's and the director seat's call; ⛔ this card does not decide it. - Sibling: pm-dispatch model tiering: a card whose surface touches
docs/adr/**is dispatched at CONTRACT_REVIEW_TIER with effort xhigh, no one-line exit #25729 (who drafts ADR text, at which tier). This card is who reviews spec, skills and ADR changes, and how deep. Either can land first. - Not in scope: re-reviewing PRs that already merged.

Scope and cadence, from the owner (2026-10-25)
田騏, 10:20:45Z, in the same project thread, verbatim and untranslated, confirming the two refinements the thread proposed at 10:05Z:
The thread answered yes to both. Add them to "What to change":
packages/spec/src/**non-test,skills/**and.claude/skills/**,docs/adr/**). Lockfiles, generated output, changesets and prose docs elsewhere in the same PR are not reviewed. The reviewer still reads the code those files cite, to judge them, but does not review that code. Evidence from PR docs(adr): ADR-0141 — an app may depend on another installed app: declared in manifest.dependencies, checked once before install, co-owning the namespace it shares #25717: the round-2 review's must-fix (HotCRM's companion packages must declare sales, or the module's install and the app's upgrade are refused) and its boot-order finding came only from readingpackages/objectql/src/registry.ts#installPackageand thesys_packageshydrate inpackages/services/service-package/src/index.ts. This matches the contract review's existing scope rule (thereviewFacehits plus the files their hunks assert).2bf30f03) found 1 must-fix and 6 should-fix; each full review cost roughly 185k to 270k tokens and 10 to 18 minutes.Generated by Claude Code
