Serial / scope note
#25711 (ui-merge 4a) deletes both repos' pin scripts at cutover, and the digest file is in its surface. If #25711 lands first, only the CHANGELOG correction is left. Either way, check that the ui/ changesets, once rendered by the fixed group's own changelog generator, do not put a declaration line first.

Closing as not planned. The premise was falsified on the card thread's reading (6412534624), and the seat confirmed it.
