Replaced AzureResourceManagerTemplateDeployment with BicepDeploy for improved deployment management.
Added tasks for deploying Bicep templates to Azure Subscription, Management Group, and Tenant with various options.
Clarified that parametersFile is optional but causes an error if omitted.
