Enhancement: Improve VIPM dependency update action

Summary

• Add support for configurable VIPM manifest and lock filenames via manifest_filename and lock_filename.
• Add support for updating packages from [dev-dependencies] through include_dev_dependencies.
• Enhance reusable VIPM workflows to support repositories that do not use the standard vipm.toml / vipm.lock layout.
• Add documentation for refresh-vipm-lock and update-vipm-dependencies, including onboarding and lock bootstrap guidance.
