Description of Change
Created SECURITY.md, which references the main cFS repository security policy. This ensures a single source of truth for security vulnerability reporting procedures and directs users to submit reports through NASA's official Vulnerability Disclosure Program (VDP) via the Bugcrowd portal as documented in the main cFS SECURITY.md.
