Moves trill, mandelbrot, tubing and raylib_example to muchq/experimental (5ded140), along with everything that existed only for them:

• sdl3 and glfw deps, the sdl3 and rules_bison overrides and both patches
• //bazel/extensions:raylib.bzl (the package is now empty and gone) and //bazel/3p:raylib.BUILD
• the raylib block in scripts/make-git-overrides.sh, which now counts its repo overrides instead of printing a hardcoded 3
• doc mentions in docs/BUILD_AND_IDE.md, the chess_library README and the graphics README (which now points at the new repo)

The new repo uses Bazel 9.3.1 with hermetic LLVM and BCR sdl3/glfw, and raylib 5.5 is fetched via //third_party. It keeps the rules_bison patch (LLVM 23 libc++). It drops the sdl3 patch, which was only needed because of MoonBase's --features=external_include_paths. bazel build //... passes there.

Locally: bazel test //:buildifier_test //domains/graphics/... passes (13 tests) and scripts/test-make-git-overrides passes. MODULE.bazel.lock no longer resolves sdl3, glfw or rules_bison.

sanitize (asan) failed on //domains/games/apis/one_d4_worker:run_ceiling_test (RunCeiling.FinishesTheMonthInHandAndThenGivesTheRangeBack). It isn't this PR's:

• Nothing in the diff reaches one_d4_worker. The lockfile only drops the SDL3/GLFW/X11 closure. The one surviving module that moved is package_metadata (0.0.13 → 0.0.7), which is license metadata.
• The test runs on wall time: max_run is 50 ms against a 150 ms month. All three expectations came back empty, i.e. the ceiling passed before the first month started. Under asan, setup on a shared runner can take longer than 50 ms.

No fix exists yet. The robust version drives the ceiling from a fake clock rather than absl::Now(), which is out of scope here. I'll re-run the failed job once when the rest of the run finishes.
