When
up -drecreates Caddy (a newcaddy:2-alpineor a compose change), the reload can reach the container before its admin endpoint binds and get connection refused, which fails the deploy even though Caddy comes up serving the new config. The reload now retries once a second for up to ten attempts, then fails with a message.
