Fix duplicate checker to filter deferred authoring queue items

Duplicate Risk Demonstrated & Real Examples

The authoring queue (docs/AUTHORING-QUEUE.json) contains entries marked with "status": "deferred". For example, Windowing (patterns/24-stream-processing/windowing.md) is deferred due to a recorded human decision regarding overlap with patterns/13-frontend-ui/virtual-list.md.

Failure Mode & Fix

Before this change, tools/check-duplicates.py loaded all authoring queue items without filtering deferred entries. Running tools/check-duplicates.py --check or make duplicates flagged the deferred entry as a QUEUE COLLISION against published entries and failed with exit code 1.

By filtering out queue items with status == "deferred" in analyze_repository(), tools/check-duplicates.py now aligns with tools/next-batch.py (which already excludes deferred items). Active queue items remain fully checked against published patterns and historical git commit proposals.

Verification & Tests

• Updated tools/check-duplicates-test.py with test_deferred_queue_items_filtered and updated exit code assertions for --check and --strict modes.
• Executed make test, make duplicates-test, and make duplicates - all test suites pass cleanly.
• Security check via tools/check-pr-security.py verified clean.
