Tf upgrade apc lakeformation

Upgrades Terraform binary, all provider version constraints, and the Terraform AWS security group module for the analytical-platform-compute lakeformation stack.

Additional Changes

• Not proceeding with the IAM module upgrade from v5.x to v6.x. Upgrading introduces breaking changes that cause IAM roles and policies to be replaced. Added comments to both files to document this decision.
• both github-actions-plan and github-actions-apply roles included for data lake access
