Reverts #1697.
Why: The Go 1.26.3 dependency upgrade (#1697) is unrelated dependency churn that landed on ci_prod but is not part of the 3.4.0 release. Since the 3.4.0 image is built from ci_prod HEAD, this revert keeps the rebuilt 3.4.0 image free of the Go 1.26.3 bump.
Scope: Touches only go.mod/go.sum files (12 files, fully self-contained revert). No Dockerfile or pipeline changes.
