Added experimental/agent-provision scripts

1. create-azurebot.ps1
   1. Supports AuthType "ClientSecret", "FederatedCredentials", and "UserManagedIdentity"
   2. Will optionally add Teams channel if "-Teams" switch is used.
2. add-oauth.ps1
   1. FIC OAuth only (at present)
   2. Teams SSO vs OAuth
   3. Handles Managed Identity Azure Bot by creating new App Reg (untested)

These scripts have NOT been hardened. Little error checking (or cleanup when an error happens). Best to delete the resources in Azure between runs.
