openkal-llvm-runtime 0.15.4 - #510

The C++ runtime's pin moves to openkal-musl 0.20.1, which carries openkal-linux 0.16.1 --- the release that places the program's thread-local image where the linker measured it. This package's own probe is where that defect was seen, and the same probe is where the repair is confirmed: it passes against the repaired C library, in the job whose failure opened the repair.
