Fix undefined L2_COMPLEX_UPGRADER_ADDR import
The new onlyUpgrader gate imports L2_COMPLEX_UPGRADER_ADDR from Constants.sol, but that symbol is not defined anywhere in the repo (e.g., rg -n "L2_COMPLEX_UPGRADER_ADDR" system-contracts only returns this file). This will cause L2BaseToken.sol to fail to compile due to an unresolved identifier, blocking the build.
