Closes #1344.

Adds Python 3.13 support, now that numpydoc_decorator 2.3.0 and anjl 1.5.0
are on PyPI with 3.13 support.

Changes:

  • pyproject.toml: Python <3.14; numpy >=2.0.2,<2.2; pandas 2.2.3
    (both [project] and [tool.poetry.dependencies]).
  • tests.yml: Python 3.13 added to the matrix; numpy 2.0.2 excluded on 3.13
    (no 3.13 wheels).
  • MACOS_SETUP.md, LINUX_SETUP.md: stated Python range updated.
  • poetry.lock regenerated.

pandas 2.2.2 and numpy <2.1 have no Python 3.13 builds. The new versions
match the current Google Colab runtime (Python 3.13.15, numpy 2.1.3,
pandas 2.2.3), keeping the Colab alignment from #1326.

Python 3.10 stays supported. #681 also proposes a minimum of 3.11;
happy to add that here or separately.

Python 3.13 support is now in place, and all 9 checks pass, including the new 3.13 tests.

The three pending checks ending in <2.1) are old test names still listed as required for master. Those same tests now run under names ending in <2.2), and they have passed. Because the old names will never report, this PR will show as blocked until the required checks for master are updated.

Thanks @moylstmed360, it would be great to update the CI actions to reflect only the new tests, but this can be done as a separate issue. Would you mind opening an issue for this?
