public-api-server now serves its REST API under /v0 (the pre-GA version) and the spec at /v0/openapi; /v1 is reserved for the frozen release.

Picks up public-api-server serving its REST API under /v0 instead of /v1: every operation path moves to /v0/.... The proto packages behind it stay v1. The tests' expected request paths and the base URL comment follow. Also picks up what landed on the server with the agent store (#43): the databases and threads operations and their types, the AgentThread token grant, and the agent task types. One type is renamed with the protocol bump that came with it: SimulationRunSampling is now SimulationRunSamplingOptions. Nothing hand-written reads it, so only oapi.gen.go changes. Generated from livekit/public-api-server@99b6dcd
