feat: add ST0x wrapped tokens on Base (wtNVDA, wtPPLT, wtQQQM, wtSGOV)

Summary

• Add four ST0x wrapped tokenized assets on Base: wtNVDA, wtPPLT, wtQQQM, and wtSGOV
• Tokens follow the existing ST0x entry format in tokens/BAS.json (matching wtCOIN, wtMSTR, wtSPYM)

Test plan

• Verify tokens/BAS.json is valid JSON
• Confirm token addresses and metadata match the ST0x Base token list
• Run token validation tests
