The CHANGELOG.md contains two H1 headings titled "Changelog" since https://github.com/librasn/rasn/commit/897e2dd13baa972eedf524e9dd7fb59fc2b8f5fd added the preamble a second time. I guess the auto-generation does only insert new items at some place instead of generating the whole file again?
