In October/November duckdb, postgres, and python are all releasing major versions and ending support for old one. This raises the floor for these dependencies and tests against the new releases.
Additionally, the development tool versions have been upgraded to the latest. astral/ty was selected over mypy for type checking as it also functions as an LSP. One of the biggest differences between mypy and ty was around contextmanagers and LiteralStrings. Mypy was happy with .as_string() building a compatible type between duckdb and psycopg. It wasn't happy with .cursor() being used in a context manager. Ultimately neither of these matter at runtime.
