Bumps the mikecao/flight constraint in
test-service/composer.jsonfrom ^2 to ^3, allowing Composer to resolve Flight PHP 3.x for the test harness that routes requests inindex.php.This is a major-version dependency change only; no application code in the diff is updated to match Flight 3 APIs.
