The API requires a config when creating a database cluster, but database-cluster:create had no flags for it, so headless runs always got the first preset with no way to pick another or change a value such as size or storage. Now --preset picks a preset by key, and each config field has its own flag with the same names and parsing as database-cluster:update. Flags win over the preset, and a flag that does not apply to the chosen type fails before the request.

Headless runs always used the first preset, and nothing could change its config. Add --preset and one flag per config field, named and parsed like database-cluster:update; flags win over the preset.
