Bump libc to 0.2.191 (consolidate #298) - #299

Conversation
Rolls Dependabot #298 onto a gated branch so the version bump, NOTES header and man-page regeneration it skips are done. Lockfile-only: both crates' "0.2" spec already admits libc 0.2.191, and the Cargo.lock lines are identical to Dependabot's. retch-sysinfo stays at 0.1.91: a lockfile change alters nothing that crate publishes. retch-cli 0.20.24 -> 0.20.25. Summary
Moves Dependabot #298 (libc 0.2.190 → 0.2.191) onto a gated branch, as #290 did for #289 and #296 for #293. Dependabot skips the steps every PR needs here: the version bump, the NOTES header and the man page regeneration.
libc = "0.2"specs already allow 0.2.191, and no other package changes. The libc lines inCargo.lockare byte-identical to deps(deps): bump libc from 0.2.190 to 0.2.191 in the cargo-dependencies group #298's.retch-cli0.20.24 → 0.20.25 (patch).retch-sysinfostays at 0.1.91, because a lockfile change doesn't alter anything that crate publishes.NOTES.mdCurrent State header and thedocs/retch.1version footer are updated to match.retch uses libc for the Linux fd calls in
gpu_api.rsand for the sysinfo FFI.No other bumps belong here: every direct dependency is already on its newest release (libc's only newer listing is
1.0.0-alpha.5, a pre-release).Supersedes #298. All platform builds already passed on #298's CI with this same lockfile.
