Minor Changes

• d6c99c9: Drafts now sit directly under Your move, ahead of Their move.

  The bands were ordered by cost to clear, which put "not yet asked" last and left six drafts beneath a band whose rows move themselves the moment a maintainer acts. They are now ordered by who can act: Ready to merge, Your move, Drafts — the three only the author can advance — then Unclassified, then Their move. When Your move is empty, the next thing to pick up is a draft, and it is now where the eye lands.
