Add a test for NETCONF agents running in containers. It checks that port 830 on an external interface is forwarded to the container, and that the container can connect to NETCONF on port 830 of the host over the internal network. Add a test for NETCONF agents running in containers. It checks that
port 830 on an external interface is forwarded to the container, and
