This PR changes only PHASE23_CONCRETE_ACCEPTED_EVIDENCE_SET_MEMBERSHIP_ASSIGNMENT_PUBLICATION_STATUS_SYNC_CANDIDATE.md and defines only a governance-only candidate boundary for whether a later concrete accepted-evidence set membership assignment publication-status sync path may be evaluated after PR #287 at a7a9d59. It does not create a publication-status sync, update publication status, create a concrete assignment, assign membership, create accepted-evidence set membership, create accepted evidence, accept any evidence item, accept validator output, accept receipt evidence, or authorize runtime/source/package/source-merge/capability/registry/trust/deployment/distribution/kernel ABI/syscall/workflow-threshold/baseline/dependency/Ring0 authority.
