Add Simplified Chinese translation (cn.yaml) and register it in dictionaries
This PR adds a Simplified Chinese translation and properly registers it in dictionaries.js so it becomes available in the UI.
Note: This replaces a previous PR from my old account, which I no longer have access to due to 2FA loss.
