[codex] improve engineering documentation index guidance

What changed

• added a 利用と更新情報 section to docs/index.md
• clarified the license note and linked the repository as the update source
• directed readers to GitHub commit and PR history for update tracking

Why

• the top page needed a clearer reader-facing update path without changing chapter structure

Docsトップ（docs/index.md）に、利用者がライセンス条件と更新差分（履歴）を辿れるための案内を追加し、読者向けの導線を明確化するPRです。

Changes:

• docs/index.md に「利用と更新情報」セクションを追加
• ライセンスと更新元（リポジトリ）を明記
• 更新差分の追跡先としてコミット履歴・Pull Request 参照を案内

Copilot Review を確認しました。現時点では review overview のみで、actionable な inline comment / suggestion / unresolved thread はありません。CI と mergeability も問題ないため、追加修正は行っていません。
