v1.0 — Initial public release

 The PULSE Framework v1.0 is now publicly available. This is the foundational release of a quantitative readiness framework for real-world asset (RWA) tokenization.

 - **Methodology specification** — 5 dimensions, 12 questions, 4 tier outcomes, 3 red-flag rules
 - **Reference Python implementation** — identical to the production scoring engine at issura.capital/pulse
 - **Test suite** — 19 tests covering spec examples, red-flag overrides, tier boundaries, and input validation
 - **3 worked examples** matching spec Section 8

 ### Production usage
 
 PULSE is used by Issura (https://issura.capital/pulse) for free issuer self-assessments. The reference implementation in this repository is identical to the production scoring engine.
