chore(env): add OpenAI cloud UI setup tooling - #7875

Conversation
What changed: add portable setup, installation, browser trust, preview, readiness scripts, and the cloud UI skill. Why: saved environment instructions reference tooling absent from docs-v2. Impact: prepare a reusable UI testing baseline with local preview iteration. Browser trust remains an explicit setup step. Verification: shell syntax, configuration tests, ESLint, Prettier, agent validation, and local Chromium smoke passed. Installation and fresh-session restoration remain unverified.
What changed: Split dense prose and turn setup and restoration workflows into steps. Define abbreviations and clarify instructions. Why: Make the environment setup guide easier to follow. Impact: Preserve commands, requirements, qualifiers, and browser trust warnings. Only the README changes. Verification: Compared the revision with the original paragraph by paragraph. Confirmed unchanged code blocks, original literals, and link destinations. Local links resolve and git diff --check passes. The changed-file verifier selects no manual checks for this path.
What changed: Check writable NSS access and verified HTTPS during maintenance. Document API generation, batched host review, and separate live submission and conversation results. Preserve the allowlist JSON as a manual reference. Why: Local rendering and successful CA import did not prove agent-phase HTTPS readiness, and a successful Hugo build omitted generated API routes. Impact: Maintenance fails early for read-only NSS access or HTTPS probe failures. Comments describe behavior only, and README additions follow Google developer style. Verification: Four focused tests, shell syntax, ESLint, Prettier, and generated agent instruction checks pass. A real HTTPS Chromium smoke passes with scoped NSS write access. Fresh-session restoration and completed live answers remain unverified.

Adds installation and startup scripts to prepare cloud environments for web UI development.
openai-cloud-uiskill.The README follows Google Developer Documentation style. Code comments contain terse behavior descriptions.
Validation: four regression tests, shell syntax checks, ShellCheck, Vale, ESLint, Prettier, generated agent instruction validation, repository hooks, and local and live HTTPS Chromium smoke checks passed. The live HTTPS check used the trusted proxy CA with certificate verification enabled.
Cypress installation and cache restoration in a new published session remain unverified. The completed answer and conversation history checks for #7873 still require the missing reCAPTCHA hosts to be allowed in a new session. Setup scripts cannot change the environment allowlist.
The pre-push dependency audit reported 65 findings in the unchanged dependency tree and continued under the repository's warning-only policy for non-default branches. Dependency updates and CI-only checks are outside this PR's scope.
