Summary
This PR updates the PDex test suites to specify the snomedCT version for the FHIR validator so that it will work with the updated v1.0.78 version of the FHIR validator. It also adds US Core 3.1.1 error message filters to the payer server tests to prevent us core errors from leaking incorrectly.
Additionally, includes a version bump for the gem to 0.13.1 for release.

Run the PDex payer server tests against the reference server using patients
Confirm that no new failures are added.
