Summary
Convert requirements documentation and mapping to tests to use the inferno-core infrastructure.
NOTE: there is some ugly verifies_requirements updating in the server v2 suite. I couldn't think of a better pattern for this in the short time I had. Any ideas for a better approach that is feasible quickly welcome.
