Fix dry-run safety, CONFIG key handling, config boolean loading, --all-users coverage, and -y automation. Add browser/pip/npm cleanup, rewrite README, repair install PATH hints, and gate releases with GitHub Actions + 21 tests.
Resolve conflicts in README and system-cleanup-enhanced.sh in favor of the tested stabilization branch (dry-run, CONFIG, tests, CI).
