Pure Java implementation of Brotli

Please make a pure Java implementation of Brotli, so it's possible to encode and decode Brotli in pure Java. This can be in addition to the optmized JNI C++ versions.

Java libraries should be cross platform, and not depend on JNI C++ code.

Or else I would encourage someone to make a pure Java Brotli library.

This has been a long-term goal for me, but I never picked it up because the engineering effort is substantial.

The current native Brotli implementation is extremely optimized and actively maintained upstream. A pure Java port would initially be significantly slower, and matching the native implementation over time would require continuous optimization and parity work with upstream changes.

For a solo-maintained project, that is a very large commitment in both implementation effort and long-term maintenance cost.

That being said, I'm open to a pure Java implementation, but it would require backing, contributions, and long-term commitment from other developers as well.

I think the world needs a pure Java Brotli library. Please see LibrePDF/OpenPDF#1573 and give this another thought.
