chore(ci)!: exit Ruby; Pages builds on Bun/Node

Replaces the failed Ruby/Jekyll Pages path with a deterministic Bun-first, Node 18 fallback publisher. Adds the Ruby source and build-path gates, Dependabot ignores, root index.html protection, and the estate census/ADR. The policy follow-up records palimpsest-license as an adapter, exempts explore as an SSG-family repository, and documents the Lychee replacements in awesome-coq and awesome-ipfs. Verification: local publisher, gate fixtures, workflow parsing, and reproducibility checks pass.
