fix: pin the DFE 2.2.1-rc.15 stack - #276

Moves the stack dial in deployment.example.yaml from 2.2.1-rc.14 to 2.2.1-rc.15. Against rc.14 the signed stack manifest moves dfe-engine from v1.22.46 to v1.22.49 and dfe-hyperdx from v0.3.8 to v0.3.9. The other 17 image pins are unchanged, and all 19 in the rc.15 set resolve to a digest.
