retained-artifact description to say callers should read only artifacts their
collectors promise; clarify that the PMU collector may omit pmu.csv when a run

`Worker.flush_diagnostics` named three retaining collectors, and `ChipWorker.init(collect_across_runs=...)` promised that a run returning means that run's diagnostic files are written. Six collectors retain runs, and that promise holds for none of them. - flush_diagnostics documents all six and what each one makes it raise for: the swimlane's published partial is a success and a fatal collector is not; PMU and args dump keep their sticky rules; scope stats fails on a lost record, a device fatal or an unknown count, and a quarantined run fails it without waiting; dep_gen is one whole graph or no file; the host-built graph is authorized by a completed host orchestration, so it can exist for a run that never launched or that later failed on the device, and a graph of no tasks is published rather than withheld. - The timeout paragraph states what the aggregator does: one budget per child shared across its collectors rather than a fresh copy for each, every collector attempted after an earlier one fails, and each failure named in the error. - collect_across_runs drops the blanket completion promise. A flush publishes what the enabled collectors promised, which is each collector's own rule rather than a file per run: a PMU run proved to have produced no records writes no `pmu.csv` and is still a success, so an absent file is not by itself a failure. Wait for every run, then flush, then read what each collector promises. The `dfx_session` alias and the default-off behaviour are unchanged. Documentation only: no executable construct changes in either file.
What changes
Two public Python docstrings now describe what the merged background-DFX code
actually does. No executable construct changes.
Worker.flush_diagnosticssaid "the three that retain runs" anddocumented chip swimlane, PMU and args dump. Six collectors retain runs. The
docstring now covers all six and what each makes the call raise for:
counts_unknown; stickyThe last row is the one that most needs saying: the host-built graph is
authorized by a completed host orchestration, not a completed run. It
describes what was going to execute, so it can be published for a run that never
launched or that later failed on the device.
The timeout paragraph said "Both retaining collectors are serviced inside one
child's share of it". It now states the aggregator's real behaviour: one budget
per child, shared across its collectors rather than copied for each, so the bound
does not multiply; every collector is attempted after an earlier one fails; each
failure is named in the error.
ChipWorker.init(collect_across_runs=…)promised "a run returning means itsown per-run files are written", with a carve-out for args dump only. That is
false for every retained artifact. The guarantee is now scoped to what the
enabled collectors promised, because a successful flush does not imply a file
per run:
Verdict::PublishedEmptyinpmu_runs.his "cut proved, provablyzero records, no file" and
verdict_succeedsaccepts it, so an empty PMU runleaves no
pmu.csvand is still a success. The docstring states the general rule— what a collector promises is its own rule — names PMU as the instance, and
points at
Worker.flush_diagnosticsfor each collector's rule. The ordering tofollow is unchanged: wait for every run, flush, then read what each collector
promises.
Default-off behaviour and the
dfx_sessionalias are unchanged. Why it was wrong
The three retaining collectors added after the docstring was written —
scope stats (#2465), device dep_gen (#2483) and the host-built graph (#2490) —
each landed without updating the list that enumerates them.
Validation
Static only; this changes no behaviour, so nothing was built, installed or run.

compares different.
