Bump @hraness/site-footer to the v0.18.0 release (immutable tag 19213e6a4c37afa52d61505f9aacfe91492f7661). The v0.18.0 footer stylesheet introduces the private --_hraness-site-footer-consent-block-size token inside bar-block-size: teach the scrollport test's token collector and resolver the private prefix. The modal signup styles grow the combined CSS artifact by ~1.4KB; raise the combined budget to 352,000 bytes.
