One bounded POST per invocation reports {cli, version} to the Accounts
telemetry ingress on an unref socket so telemetry never holds the
process, blocks an exit, or changes a result. A locally minted
install token joins daily-active counting; HRANESS_TELEMETRY or
GHOSTGET_TELEMETRY=off opts out. Documented in --help.
