"OpalDefendantAccountService refactor - Payment Terms Services"
This PR is focused Payment Terms code within the Defendant Account services.
It moves several methods from OpalDefendantAccountService to OpalDefendantAccountPaymentTermsService (and equivalent for legacy).
And removes some redundant code.
No functional changes.
