Resolve issues with bundle install via fresh bundle install performed inside the container

Fresh deployment resulted in failure to build rails container due to failed bundle install

Confirm that fresh deployment works. Note that you may need to apply the changes in #39 in order to access the app once it's running. (I would merge those changes into t37 but wanted to check with you first)
