feat: add DEFAULT_CURRENCY constant to constants module (BL-023) - #22

- Add DEFAULT_CURRENCY: str = "usd" to src/test_target_2/constants.py - Add test_default_currency_value() and test_default_currency_type() to tests/test_constants.py - Follow v007 DEFAULT_REGION pattern (bare assert functions, no docstrings) - All quality gates pass (ruff, mypy --strict, pytest) This is a minimal end-to-end test probe for BL-966 (auto-dev-mcp design persist_drafts disk->disk fix), validating that the design pipeline's Task 008 (drafts) and Task 009 (persist) correctly preserve the source_to_design_contract block without data loss during disk->disk handoff.
