Add DEFAULT_REGION: str = "us" as fourth module-level constant alongside DEFAULT_HELLO_TARGET, DEFAULT_FAREWELL, and DEFAULT_LANGUAGE. Includes test_default_region_value and test_default_region_type unit tests to verify value and type. Updates README.md constants description and CHANGELOG.md with v007 entry. All quality gates pass: ruff check, ruff format, mypy, pytest.
