Multi-Level approval does not work, business rule for step 2 does not apply

Hello,

I want to put in place a multi-level approval as described in this page: https://help.glpi-project.org/documentation/modules/assistance/tabs/approvals
The form concerned by these multi-level approvals is a change (not a ticket as in the documentation).

I've created the approval and approval step templates and the rules as followed:

When in preview mode I create a change, the approval step 1 is setting up correctly.

However, when this approval is granted, nothing happens and the approval step 2 is not created.
When I checked the log of the change, I see that change approval step = N/A :

Is it possible that because of that, rule for approval step 2 never run because the change approval step does not return the id of approval step 1 ?
