extract datasets and language from cardData into DeclaredFacts (previously fetched but discarded).
add new datasets.rs finding module with restricted_training_data (flags ShareGPT, GPT4All, ChatGPT distillation data) and missing_datasets (fine-tuned model with no training data declared).
escalate missing_base_model to Medium when model has quantization config, since quantized models are always derivatives.
add extract_string_or_list helper for cardData fields that can be string or array.
add datasets and language display to DeclaredTab in web UI.
add web UI link mappings for new finding IDs.
add tests/VERIFICATION_MODELS.md tracking real HF models used for manual verification.
