Patch, wave two of a ten-package batch.

What ships

• file_picker widens from ^12.2.0 to >=12.2.0 <14.0.0 (chore(deps): bump file_picker from 12.3.0 to 13.1.0 #181). v13 removes the parameters v12 deprecated, none of which Pick passes. The one visible change is PlatformFile.length(), now Future<int?>: an unreadable file answers null where 12 answered 0. MagicFile.size was already nullable; its warning and Pick's converter now name both answers.
• fluttersdk_wind floor ^1.6.2 to ^1.6.3. 1.6.3 makes bg-transparent and the other *-transparent tokens resolve for the first time.
• magic:install --with-devtools writes magic_devtools ^0.0.6 and fluttersdk_telescope ^0.0.7, with fluttersdk_dusk ^0.0.15 unchanged; the install test holds the map and the install.yaml message together.
• Skill references. The starter page's content from Stamp the starter reference at 0.0.32 and document the rail #179, Stamp the starter reference at 0.0.33 and document the content area #180, Stamp the starter reference at 0.0.34 and document the collapsible sidebar #182 and Document magic_starter 0.0.34's guest entries and the centred compact brand #183 had no CHANGELOG entry; it has one now.

The plugin stamps land ahead of the plugin releases on purpose: test/skill_reference_stamp_test.dart in magic_notifications, magic_deeplink and magic_starter reads this checkout.

The regenerated example/pubspec.lock also drops absolute path sources (/Users/.../artisan, /Users/.../wind) that master had committed; both resolve from pub.dev again.

Where this sits in the batch

Wave two. wind 1.6.3 and telescope 0.0.7 are live on pub.dev. magic_notifications 0.3.4, magic_devtools 0.0.6, magic_deeplink 0.1.3, magic_social_auth 0.0.5 and magic_payments 0.0.4 re-pin magic: ^0.0.16 next, then magic_starter 0.0.35.

Gates

dart analyze lib test no issues. dart format --output=none --set-exit-if-changed lib test 335 files, 0 changed. flutter test 1595 green, against the wind 1.6.3 release branch before it published. test/cli/commands/magic_install_command_test.dart 81 green. dart pub publish --dry-run: the uncommitted-files note taken before the commit, and the standing hint about the old 1.0.0-alpha.13 line. Each wave-three plugin's full suite ran green against this branch through a local override.
