Add the common busybox shell syntax check for nexthopbmc.
# Test Plan
Run on a nexthopbmc with tests2 copied to /run/tests2:
$ python3 cit_runner.py --run-test tests.nexthopbmc.test_busybox_syntax
test_busybox_usage_strings (tests.nexthopbmc.test_busybox_syntax.BusyBoxSyntaxTest.test_busybox_usage_strings) ... ok
